A more muscular policy than we have generally done in the past. Considering that Hongkong has been a British Colony for 76 years, the extent and progress of our influence on the mainland of Kuangtung have been disappointing. Our survival cantile commercial unity at Canton has been limited to a small island not much larger than the space occupied by foreigners in the old factory days and has shown little enterprise in the way of commercial penetration in the interior. With the exception of the railway to Canton, we have embarked on no undertaking of any importance in Kuangtung and so industrial has been our record of inaction that in 1895 we permitted France, with little more than a formal protest, to secure a prior right to the exploitation of the mineral wealth of a province of which Hongkong forms the natural outlet and with which we were closely associated in trade long before France developed a far eastern interest.
